Does this study take into account of demographics, migration, and reproduction rates?
For example, imagine the average person from X in 1900 has the average IQ of 110, and the average person from Y ni 1900 has the average IQ of 75.
Now imagine from 1900 to 2014, many people from Y have migrated to Y and have reproduced at a rate much greater than the natives from X.
Would that not have a considerable impact on the average IQ of the people living in X?

Add to that the yearly wars where only the commoners fought (and died in droves) while the aristocracy sat safely in the rear directing things and then continue this practice for a thousand or so years and eventually you start to weed out the low IQ individuals while simultaneously through selective breeding of the aristocracy raise the IQ’s of them and thus the average IQ in the process as the aristocracy multiplied.
But then trouble started... the aristocracy stopped allowing commoners of high IQ (many of them the bastard children of the aristocracy) the ability to earn there way into the aristocracy (as their ancestors had been able to through merit). This led to resentment and to the eventual overthrow of the entire system via the french and American revolutions.
Then the American civil war upended the practice of “civilized” war where only the commoners for the most part fought and died. And in a only a few years most of the aristocracy in the US was wiped out. (most people don't know that most of the old south was settled by the younger sons of the European aristocracy.
Meanwhile in Europe, they literally hunted down their high IQ population and put them to death.
Then WW1 and WW2 happened and decimated a good portion of the remaining descendants of the aristocracy.
And then the sexual revolution happened and the descendants of the old aristocrats have chosen to ether not have children, only one, or have chosen to breed with low IQ commoners.
Meanwhile the rise of the socialist welfare state has led to an explosion of fertility among the low IQ descendants of the old commoners. Along with charity outreach to the 3rd world which is filled mostly with low IQ people has caused a population explosion of low IQ people.
Couple all the above with the illegal alien invasion across our border and is it any surprise IQ numbers are dropping?
That was the opening sequence of the movie “Idiocracy.”
We can't even expand our minds by working on our own vehicles because they require massive computerized analysis equipment before you can lift a wrench.
We grow and learn because our environment forces us to. If it doesn't , such as now, then we don't learn.
Seriously - we have to understand that they DO INDEED THINK THAT WAY.
Which is exactly the premise in Idiocracy. Played out in the opening narrative in the first few minutes.

That theory doesn't take into account the excessive in-breeding of the aristocracy.

Read an article once about millennials that made the point that they aren’t so much tech-savvy as they are tech-dependent. Take away the internet and their smartphones, and they’re helpless. It’s similar to a discussion I had once where the person I was talking to claimed another person was very independent. I answered that the person wasn’t independent, just very used to getting things her own way. Huge difference between those two things.

Easy to explain. Smarter people don’t breed much, for various reasons, whereas lower IQ people do, while being SUBSIDIZED by the Smarter(?) people.

I said the system started to fall apart when the aristocracy stopped allowing high IQ commoners to earn their way into the aristocracy like their ancestors had been able too.
This led to many negative things, resentment of high IQ commoners who were being excluded and as you rightly pointed out the issue of inbreeding.
