Gov Nixon will appoint a special prosecutor and empanel a new grand jury. They have to have an indictment to settle things down while keeping the unrest going.

Holder and the Governor could have him indicted. It’s a common practice for high profile or politically difficult cases.
This way the accused cannot make their case except through documents, and the prosecutor has all the chips. They let the jury decide which almost always results in a indictment. Be it Federal or State.
It’s a necessary but misused and abused section of the criminal law, and it’s what they are likely to do IMO, to keep this going through the November elections.
At this point, I do not see any other course of action. They want this issue in November.
