Looks like Chester County, PA has a medical reserve corp that one can volunteer for; they must have needed volunteers for vaccinations for the upcoming school year perhaps given the August 7 date of that letter? Not EVERYTHING is doom & gloom conspiracy and, nothing would scream ebola conspiracy more than looking for ebola vaccinators in August (2 months prior to it becoming a problem on U.S. soil); sometimes we need to stop, take a breath, do some research and weed thru the crap ;)

Some not-so encouraging info:

Ebola: How long can it live on a surface? What if it mutates?

http://www.ctvnews.ca/health/ebola-how-long-can-it-live-on-a-surface-what-if-it-mutates-1.2041584

“We’ve been hearing for months that Ebola virus has been shown to survive for days on surfaces, but it’s important to consider a few things.

First off, viruses do not survive long on porous surfaces, such as fabrics for example. They can live longer on hard surfaces, such as metal and glass. As well, there have been lab studies showing that dried samples of Ebola virus can survive for days; but other studies have found the virus doesn’t survive more than a few hours outside of a host.”

Actually they were looking for volunteers for ebola vaccines in August. That’s when WHO finally realized the cat was out of the bag in Western Europe.

GSK offered their experimental vaccine for ebola to WHO way back in march when the outbreak was first identified but WHO for some reason blew them off then.

In August, WHO finally got serious about it again.

So the August time frame would make sense.

As to why the volunteers would be of (mostly) another race on another continent is not readily apparent. The countries involved in the outbreak have been begging for their medicos to get ANY experimental vaccines for months now. Crickets from WHO so far on that request. The closest they are coming is Mali, which hasn’t recorded any cases so far.
