You do realize, don’t you, that Palin was joking with TMZ when they contacted her? The “qualifying” and “Sammy Hagar” humorous remarks were not made to the cops who gave her the ticket but only to TMZ.

TMZ likely realized that but didn’t make it clear to “low information” readers.
