I'll let you answer that "Doctor"..at your convenience, as I know you are busy.
Being ‘choked out’ does not cause any damage and does not kill, unless the choke is not released and you stop the individual from breathing for an extended period of time.
I have been choked in judo practice and competitions more times than I can count. I have had improperly placed chokes on my neck with no damage.
The man in this video did not pass out from the arm placed around his neck. He keeps saying he can’t breath and watching his hand and body he never goes limp as people do when they are rendered unconscious.
In fact, if you look at the lateral vascular neck restraint and then look at the old school Judo Hadaka Jime, they are different. In Judo the forearm sometimes is placed directly across the throat where as in some chokes and the lateral vascular neck restraint, the elbow points in the same direction as the chin with the forearm and bicep on the sides of the neck.
There will be no doctor fee for this assessment.
Here’s an image of Hadaka Jime, which I have had applied to me and have applied to others countless times with no damage to me or them. Notice the forearm directly across the front of the neck.

Image for lateral vascular neck restraint. Notice the elbow pointing the same direction as the chin, bicep and forearm on opposite sides of the neck.
