They can’t / won’t / too chicken / to go aftert he really bad guys. They have to excersize their POWER and CONTROL over jaywalkers, smoke peddlers and all kinds of assorted other meaningless and victimless offenders to stisfy their needs.
Chalk up one more thing to add to the list of capital offenses:
Jaywalking
Camping without a permit
Walking with a bb gun
Sitting on a bench
Smoking a cigarette outside and drinking a beer in a paper bag is also dealt with harshly. I was in Time Square a few months ago waiting on line OUTSIDE to see a show and a cop came up and gave me a ticket for doing both of those things, and it was not 20 feet from where the Muslim tried to detonate a car bomb a few years ago. Remember that? He just left his car in the middle of Times square and the cops did nothing while smoke poured from it. But smoking a cigarette and drinking a 12oz can of Bud in a paper bag?? WHOA! Highly illegal! No doubt chewing gum will be illegal next.
