This explains the 'contracts for housing' discovered from the spring. There is no doubt this Administration created this. It's right there in black & white. Once they worked out the 'legality' of transporting the minors, the floodgates should have opened. Obviously something stimulated the delayed response. If it were Mexican/Central American media responding to this court case, the 'flood' would have occurred in the Spring, not the deadly Summer heat. Between the lack of headlines prior and the printed 'notes' for the illegals, there's simply no doubt this was engineered by staff in this Administration.
