Unless he also has an STD.
He should be forced to pay for the costs of having done this. Not necessarily the water itself, as that would be more than what anybody could afford, but the labour involved in emptying and refilling.

In general, but not in all cases, urine is exceptionally clean.
Soldiers pee in a fellow soldiers wound if no pure water is available to clean it.
Sweat is an order of magnitude more filthy than urine.

Unless he also has an STD. Doesn't make any difference. How many nasty viruses and germs do you think end up the reservoir from natural causes? Like when a rabid raccoon stops by to have a drink and wash his hands.

The reservoir should never have been drained in the first place, as the amount of urine was insignificant, and in reality, not problematic.
The people who made this decision are idiots.

Sure, but if they didn’t drain it some bloodsucking parasite (I mean a lawyer) would surely find some sick person who drank the water and file a lawsuit.

Alternatively, they could have pumped the water back to the filtration plant and 'refiltered' (or retreated) the water. Also they could have send it to a secondary water system for agriculture or ground watering purposes.
Draining it back into the local river system makes no sense at all.

I'm curious, not even fresh mountain water is recommended for drinking prior to some sort of purification. Isn't the water from this reservoir processed thru some sort of purification system?
There's more to this story........and it's likely based on BS
