"Police" departments and officers are not addressed in the Constitution, and were created for the express purpose of removing electoral control of law enforcement from the people.

Police chiefs, and effectively their officers, serve at the pleasure of the Mayor or City Council for exactly the purpose of POLITICAL control of law enforcement.

If ya don't like it, your best option is to get rid of the police and return Constitutional law enforcement to you duly elected County Sheriff.
