If you knew anything about the upstream end of the industry, you'd know the Feds are only directly involved if it is all or in part a BLM lease.
Notifications are sent to the State of ND at spud, running surface casing, running intermediate casing, logging, and TD. Well information has to be submitted to the state within 30 days of TD, including .las data files, raster files of all logs, and the wellsite geologist's report. Data must also be submitted detailing well construction. A set of (washed, dried, and labelled) drilled samples and slabs of any cores taken are sent to the State Core Library in Grand Forks. BOPs must be tested upon nipple up and if the well takes more than 30 days to drill, they have to be fully pressure tested every 30 days. Unless a wellbore has to be cemented and sidetracked (which has to be reported to the State), normal drilling operations only report to partners in the well. This is all pretty much oil well 101 in ND.
Good information but how is that relevant to the question of whether the federal government has the right to takeover any drilling or pumping of oil in the region?
Can the BLM enter a drilling site say on land under a BLM lease and take over? It was reported that the drillers and investors would be compensated and that the oil would be brought under the SPR.
The rest of your technical details I am sure the drillers complied with. But I asked the question that if-if-if this was a confirmed oil strike just days ago, how could federal agents know and act so quick?
I think the message may be garbled but it is reported to come from someone who is one of the most knowledgeable people in the region. So we will see if anything comes of it. And if nothing comes of it but we hear of another such incident, then we can start to see a pattern.
