No. But the person who’s careless disposal of the cigarette started the fire should be held responsible for the fire. Many smokers toss still smoking cigarettes onto the ground. Maybe if this person was forced to pay through the nose for his/her negligence, people would be more careful about their butts.
A more appropriate headline would have been “Tossed cigarette...” rather than “cigarette a culprit...” but that is my own interpretation.
