During the month of March, SBU (Security Service of Ukraine) uncovered at least eight cases of espionage and sabotage attributed to subversive groups of visiting "Putin tourists" who tried to destabilize the situation in Ukraine and the upcoming presidential election.

In the evening on March 10 in Donetsk, police and SBU had detained a person from the Russian Military Intelligence. Later it turned out, that the detainee was a citizen of the Russian Federation, born in Crimea in 1977 and had resided in Moscow. He arrived in Ukraine to form a subversive group (to destabilize the situation in the Donetsk and Luhansk region, as per referenced link. SBU also claimed to have found explosives and recordings of compromising conversations.)
On the night of March 12, SBU detained a reconnaissance unit of the Russian Army which had penetrated into the territory of Kherson region from the Russian-controlled Crimea. The aim was to investigate operational environment, obtain information about re-deployment and readiness level of the Armed Forces of Ukraine in the region. (As per referenced link, commander of the reconnaissance unit was a citizen of the RF, born in 1981, from Ryazan region, and had a forged Ukrainian passport.)
On March 19 in Luhansk, SBU had detained three people who were organizers of subversive groups, including one former police colonel. Five professionally equipped safe houses to accommodate these groups had also been uncovered. “During search of the premises, we found a detailed set of instructions, where the goal was to destabilize the situation in the country, capture government buildings and foil Ukraine's upcoming presidential election in May of this year. Firearms, gun usage manuals, names of conspirators, as well as money, were also discovered. The criminals were committing acts that were a detriment to the society, provoked fights with the police and terrorized local activists.” – said the SBU statement. It added, there were two such groups in the region.
Next day in Chernihiv, SBU had detained V.Makarov, a citizen of the Russian Federation and an officer of the Main Intelligence Directorate of the General Staff of the Armed Forces of the RF. According to the law enforcement officials, he lived in Ukraine for the past two years under someone else’s name, and had actively recruited people, mainly soldiers, who had access to classified material. In addition, under the guise of an employee of "Anti-Corruption Committee”, the Russian spy collected compromising material on corrupt government officials and handed them to Russia, later to be used as blackmail.
In Odessa, the security forces detained a criminal subversive group of four people. They were armed with AKS -7.62 mm automatic rifles and pistols. SBU stated that the group was planning to carry out an armed attack on a military unit stationed in the Odessa area to seize firearms. It was added, the attackers planned to recruit up to a hundred individuals with military or combat experience. A leader of the group, according to the SBU, "has contacts with the Russian special services in the Crimea".
In Kiev, police officers caught a group of people who were trying to destabilize the situation in the capital by provoking fights and committing crimes against civilians and law enforcement officers alike. During a search of the premises leased by the group, police seized a foreign-made pistol, 50 bullet-proof vests, 40 military helmets (similar to those worn on Maidan), ammunition for smoothbore and rifled weapons. SBU also reported that detainees "committed unlawful collection of personal data on citizens of Ukraine, protesters and representatives of NGOs". Meanwhile, head of the Center for Political-Military Studies think tank, D. Timchuk reported that the reported head of this unit, “Sergei R.” is none other than Sergei Razumovsky, who has connections to the Russian FSB.
On March 31, the security services detained a KGB captain of the unrecognised Transnistrian Moldavian Republic, S. Kuzmuk during a meeting with his Ukrainian agent. Kuzmuk was attempting to smuggle arms and ammunition from the Transnistrian territory into Ukraine to destabilize the socio-political situation and disrupt presidential elections. He was also collecting intelligence on military units of the Armed Forces of Ukraine, their redeployment state, numbers, combat readiness and capabilities of the Borders Guard Forces.
Same day, in the center of Kyiv, the SBU detained one of the leaders of the Eurasian Youth Union and a citizen of the RF, O.Bahtiyarov. Under the guise of civil society activists, his group was preparing to capture the Verkhovna Rada (Ukraine’s Parliament) and the Cabinet of Ministers. "The offender had enlisted up to 200 people for his criminal plan, allocated monetary rewards, organized purchases for the "Molotov cocktails", clubs, sliding ladders and other tools to storm government buildings. O.Bahtiyarov promised participants a cash reward up to $500 each."- was said in the SBU statement. The planned assault was meant to destabilize the situation in Ukraine and disrupt the presidential election campaign. Bahtiarov had agreed with some Russian TV channels to film his storm of the Parliament and the Cabinet.
