Why does the President receive a foreign head of state, not head of country? Why is it the State Department, not the Country Department?

You see, this isn't MY definition of the word state. It is the definition. See Wikipedia's entry on State for the proof:

"State commonly refers to either the present condition of a system or entity, or to a governed entity (such as a country) or sub-entity (such as an autonomous territory of a country)."

I'm a little surprised that you would fail to understand the common uses of the term 'state'. I'm also surprised that you would think this is something to attack me with (as if I wouldn't understand the difference between a U.S. state and a foreign country). Really?!
