Because the cops witness at least two high felony actions behind the wheel of the car and the driver was a danger to everyone at that point.
At one point the trailer of the car gets whacked off by another car when the driver blew a red light through an intersection at high speed.
I don’t know how an officer could back off legally on that.

In some places they have policies for cops not to engage in high speed chases under some circumstances because innocent people get hurt.
