We can also bank on the fact that the blame will continue to be directed toward Bush, Cruz, the Tea party, bitter clingers, etc - basically anyone but the real problem...
Just like government’s attempts to manage other complex systems: banking/finance, human welfare, the space program (often thought of as a success, but instead a massive failure and misallocation of capital that helped people to believe not in America, but big government programs).

As we will soon see, complicated systems produce unexpected outcomes.

Other than being government and wanting to spend new money, they would have been better off taking the online Medicare/Medicare Advantage program and modifying it. It works.
The Medicare/Medicare Advantage website provides for county and state variations in the Medicare program, and it has been active, with annual modifications, for at least half-a-decade.

Corollary to Galls Theorem - A complex government system that does not work is usually based on a simple private system that works.
Eg. Welfare. Private Charities take $100,000 and spend over $80,000 to $90,000 of it helping people to improve their lives and get training and jobs...
Government took over and for $100,000 it keeps $70,000 for itself and uses $30,000 to pay people to do nothing.
With the total failure of the sign up process imagine the same ineptitude when the system is running and supposed to be providing health insurance coverage for most of the country. Who in their right mind would trust their healthcare to these clowns?
It seems to me that there is another entity that takes every good thing and perverts, twists, and destroys it...
