Wow. If true its a good bet that driver is fired, the messaging style being what it was. Just the same, certain needs can’t be safely attended to while driving. Kids with CP can present difficulties and it ain’t their fault but it is not safe or fair to expect a bus driver to deal with some of those issues.
Obviously, the answer is fire the bus driver, assign a senior bus driver to the route with an aide (not uncommon for special ed buses). That doesn’t mean we can hold a public flogging with reporters showing up at the bus depot and the driver’s house, ooh and maybe the driver’s church (not likely, but maybe). Come on, this is America! Time to pile on!
