Montia is from Maple Grove, which is a long way from Hopkins H.S. with many high schools in between. I’m guessing this was a racial balance enrollment, as Hopkins used to be a nice white working class town.

It's called the "urban-suburban" program ... they use it here in Rochester NY.
See, when the poooor, under-privleged, under-represented inner-city thug gets to sit in whitey's suburban classroom, said thug will start acting semi-human and all the world's problems will go away.
Fact is, all the program does is allow the ungrateful thugs to spread their violent and anti-social behavior throughout the new school.
As this program grows (and Section 8 MFers slither into town too), the cost of providing security in the suburban schools has quadrupled.
