The authoress wrote that text without quotation marks. The words are properly assumed by readers to be hers, paraphrased or otherwise. The common nature of such errors is understandable, though, with so many English classes filled with man-hating instead of useful skills.

Amazing what you hear out of a$$hat City Police Chiefs with more stars on their shoulders than Eisenhower compared to what you hear out of county/parish Sheriffs.

A two-star general commands a division of about 20,000 troops. If your police force has 20K officers, then you get to wear two stars. The chief of NYPD (40K officers) gets to wear three stars. San Diego PD ( < 3K ) doesn't even qualify for one star.

The blame should be shared, though. That publication needs an editor with some rudimentary technical knowledge.
