I’ve always heard that ignorance of the law is no excuse. This little monster will destroy many more lives until someone “deals” with the situation. I’m tired of hearing of these “Disturbed” kids that don’t get help and constantly get released by the courts. Then people cry about how could this happen....

This is more than ignorance of the law; it's ignorance of right and wrong. The child literally doesn't know what he's doing, and that he shouldn't do it.

Other comments about institutionalization are spot-on. This is precisely the sort of person who needs to be in constant psychiatric care. He's dangerous to the public and doesn't know it.
