Ban exploding target material! Don't laugh, it's popular stuff sold under several names, the most well known of which is Tannerite.
I was duck hunting with a guy once who was so desparate to light his cigarette that he tried to use his shotgun.
Along with the fireball, he forgot about the shot...

Tannerite is highly stable and may only be detonated with a supersonic rifle round.
Gasoline on the other hand is highly volitile.
