We had Federal elections during wars in this nation as well as during recessions/depressions. Unless the Constitution is amended, Obama is moving out in 2017 (Dang that seems like a long time).
Oh yes we have. The public was just as listless, uninformed and approving of FDR in the 30s-40s as they are now. Der Fuehrer and the times now have closely mirrored much of what happened during that time. Much of that history is being repeated.
