If the state authorities had any sense, vital infrastructure would be very early on in the repair efforts.

If the state authorities had any sense, they would leave the companies alone and not try to "help" the refineries. They should ease EPA type restrictions until stocks are replenished. But other than that, those companies would be best off with Government staying out of the way. Dollars are motivation enough.

There are things like getting roads cleared and getting port debris cleared that are the responsibility of the state and local authorities. Now, they can certainly contract the work out . . .
