I don't agree with that. Just allow them to transfer to wherever they prefer without being penalized for doing so (normally transfers have to sit a year). If they were on scholarship to PSU, there will definitely be schools that want them.
Thanks for clarifying. I thought they had to stay at the school if they were there via a scholarship.
