Funny, I didn't see anything on there about it being an "abstract."

As to the "VoidVoidVoidVoid" markings up the right and left side of the document, others here can correct me if wrong, but I suspect that those markings only show up on a photocopy of the document, resulting from watermark protection of some kind to prevent unofficial duplicates (Xerox copies) from being used in lieu of the original, for official purposes.
