Technically no, and the Eagle Scout Court of Honor is the one Court of Honor where I advise Scouts to stick with the Insignia Guide, given the importance of the event.
The guiding rule in the official Insignia Guide has always been that there are only two things a Boy Scout can wear on his uniform that he earned in Cub Scouts: The Arrow of Light and the Youth Religious Award (the silver square knot on a purple background, if one or more religious awards are earned in Cub Scouting). So Bill can wear the knot for Cub Scout religious awards, but not the medals.
As a Boy Scout, he's 'supposed to' wear the Cub Scout device (the little metal Cub Scout emblem) on the knot to show it was earned in Cub Scouting; if he earns another religious award in Boy Scouting, then he is supposed to wear both Cub and Boy Scouting devices.
All that said, if Bill wants to wear them, nobody is going to care. He earned them. Good on him. The only rule in the Insignia Guide is don't wear more than five medals.
Scouts go out of 'official' uniform for Courts of Honor all of the time. A large percentage of Scouts who are in OA fold their OA sashes and wear them in their belts for Couts of Honor when they also wear a merit badge sash. The OA sash is never to be worn in the belt, but Scouts wear in that way regularly for Courts of Honor, because you can't wear two sashes on your shoulder - and they want to show that OA sash.

If he's earned Ad Altare Dei, then you'll have two devices on the purple and shiny silver square knot, and that medal. Does he have a Pope Pius XII or International Awareness medal?
If he's earned any of the Rosary Series or Footsteps of American Saints awards, then he can wear one on his right pocket as a temporary patch - or any other meaningful patch.
If his unit's won a Pope Paul VI Quality Unit Award, he should be wearing that (umm. I'm assuming you're Roman Catholic, not Eastern Catholic, because different Scouting awards apply).
I need to call a buddy of mine whom I've camped with in Scouting for over 15 years. He's the Chairman of Catholic Scouting in my Council and could let me know what else may be available for uniform wear, even on a rush basis, for items Bill may not even know he's already qualified for.

Yes, garden-variety RC. Bill didn’t earn any of the Boy Scouting medals. He once had a Pius VI patch, in Cub Scouts. Our Cubs will probably get one this year; we have a gung-ho religious awards coordinator.

I had a dream the while camping on Whidby Island not very far from Oak Harbor. We had taken the ferry from Port Townsend to the keystone ferry landing to drove to what was then a state park. . I was sleeping in a tent with my head near the entrance flap. That night a brown bear came by and put some curlers in my hair. The bear was struck by lighting and to this very day I have curly hair. This is also how black bears came to the island.
That all sounds perfectly logical because I was just reviewing “The Little Prince” by Antoine de Saint-Exupéry.
We used to anchor off Port Townsend. It always smelled of the paper mill.
I have rather given up the averred utility of smelling things.
When someone thrusts an object under my nose, I blink innocuously and nod sagely in agreement, having no idea what noxious odor has been foist on me, by the simple expedient of having suspended breathing at the first instance of the assault.
I am willing to smell the flowers, or attempt to, that may come my way, or I theirs, but the left shoulder of that particular bell curve is one I try to stay upwind of.
