If you're referring to the link titled "George Zimmerman 911 Call History", I'm not so sure that is an accurate title. The title on the document itself is "Event Log." As a long time neighborhood watch guy, it would be very unlikely that George would use 911 to report things like a pothole, trash in the road, and a neighbor's open garage door all of which appear in that log.

The call itself is answered, "Sanford Police Department, line is being recorded. This is Sean" who then waits for George to speak. The 911 calls from all the neighbors are answered, "911 - do you need police, fire, or rescue?"

He did not call 911. That is documented in the call logs at that link, although they were carelessly labeled by the city. It is also stated by police in the very first document at that link.
