There are X-band (8.2-12.4 GHz carrier) uplinks to satellites that are broadcasting at 1000 Watts RF microwave all the time from every country that can buy those directional cones. The recieve signal from satellites is between -90 to -95dBm through the atmosphere. DirectTV amplifies these low level signals and demodulates them.
An advanced race or civilization would logically avoid contact with us for their own good.
