The potential for satellite based Internet and cell phone service surviving an EMP makes an EMP attack far less likely.

EMP attacks depend on near total destruction of the power grid and communications.

If the destruction is *not* near total, the retaliation risk increases enormously.

If the destruction is *not* near total, recovery without losing large percentages of the population (over 10%) becomes likely.

No one knows just how near total the effects of an EMP strike would be.
