Register (and pay a fee) to exercise a right. Any bets on it getting struck down when it gets to SCOTUS? I realize the 9th circus would hear it first, of course.

SCOTUS has already made a ruling on this sort of thing!

"One of the ordinary modes, by which tyrants accomplish their purposes without resistance is by disarming the people, and making it an offense to keep and bear arms."

In Marbury v. Madison the Supreme Court announced for the first time the principle that a court may declare an act of Congress void if it is inconsistent with the Constitution.

"All laws that are repugnant to the Constitution are null and void." Marbury v. Madison
And that would include state legislators!
