Democratic San Francisco Mayor London Breed told the publication the subsequent widespread theft has begun to harm the city. The move comes as Breed is seeking reelection and facing mounting pressure from constituents to curb crime in the city.
“Our goal is not to keep people locked up,” Breed told the San Francisco Chronicle. “But when there are no real consequences for crimes that are committed in this city, that’s a real problem.”
