I know this is a dumb question, but what has prevented the US from launching air strikes on these stockpiles?
I do not think it is a dumb question, I think Congress should have asked it a year and a half ago.
I think I know the answer though. Comander-in-Chief, Sec. of Defense, Joint Chiefs of Staff, Central Command, Speaker of the House of Representatives, Senate Majority Leader, House Minority Leader, Senate Minority Leader. All and more are responsible.

Ok, so here’s a crazy thought: Go along the lines of why leave all that hardware, all those people in a rush, along with deciding to grab a bunch of afghans you ‘claimed’ help without being vetted.
Just throwing it out there: What about the possibility of nuclear blackmail?
Someone built, stole, or otherwise obtained one or more. Sent proof it was in their possession of strategically placed somewhere with an ultimatum: “You have 24 hours to leave Bagrahm Air Base, or else yada yada...”
Yeah. Crazy, right. But it makes about as much sense as all the other reasons.
