How can we help her? Are charities involved?
As for WiFi, a used tablet or even phone without a cell phone subscription could get her access to the Internet inexpensively, if she needed to access online accounts and information. Cheap refurbished phones can be purchased at Gazell.com, and Amazon has some Internet capable tablets on sale this week. Of course, the library in her location could help, but she would have to be there, in person.
I wonder how long it will take for her insurance to pay on the home.

Where was this fire and what was its cause? Was it related to rioting? If not, why would GoFundMe ban an account to help out? Was there insurance? If not, why not?
