Usually you don’t get that much “quid” unless a “pro quo” is happening. The Clinton’s are the only ones worth millions up front. The child of a vice president would have to do something other than be there an whisper in Dad’s ear to get that much cash. Maybe a couple hundred thousand up front, but he would have to prove he’s effective to get the rest. So what did he and his father do? What US policies changed?

Basically vote to appropriate funds for an overseas project somewhere. Those in receipt turn around and launder a portion of the proceeds back through the K St lobbying laundromat in DC, which directs the funds back to the Congress critters making it all happen. K St is supposed to be sure it all stays sufficiently camouflaged and out of oversight and accountability.
It’s how the DC metro area moved from somewhere about 84th per capita income in the 1990s to number one in the USA Today.
All of what has happened to us and to Trump since he took office has been intended to keep the lid on business as usual in DC

Most of these politicians sell the power of the office they hold for de facto back door kick backs (using a foundation or speaking fees as an example), future positions, positions for family members (creation of family dynasties), special deals for a spouses business doing trade (China did that often with US politicians)… These folks have CPAs and lawyers that have years of experience in how to thread together a scheme where you accept a bribe but are technically “legal.” What do you think lobbyists do for much of their time?
Congress is essentially for sale to the highest bidder.
