Ha!

I started to guess re. the reason for electricity usage decrease but decided to read the article first. Turned out my guess was accurate but also picked up some factors I had not considered.

The prime drivers for the were increased efficiencies in consumer products (thank you Energy Star!) and computer farms. In both of these areas, as legacy products age out they are being replaced with much higher efficiency products and first time installations are pretty much 100% high efficiency products.

Our new electric furnace and water heater draw about the same number of watts as old. Why would that change?

The only difference could be insulation.

They can't.....regulated utilities can only raise rates after getting state approval.
