Actor or the character? As a character, James Bond.
As an actor - not sure. Many good ones already mentioned!

I liked Margaret O’Sullivan in her outfit in the first Tarzan movie.

Tom Cruise in Jack Reacher (2012). Raw power:
Jeb: Hey. Outside.
Jack Reacher: Pay your check first.
Jeb: I’ll pay later.
Jack Reacher: You won’t be able to.

Jackie Chan.
And we are talking about all of these actors at the top of their game, not comparing Rush Hour to Kindergarten Cop and Over The Top.

Schwarzenegger and Stallone? Jeez, how many nights did you lie awake before you come up with the speech impediment sisters?

"Bruce Willis."
That was the first name that popped into my head. He might not be the greatest but certainly has talent and charisma, which both Mumble and Mumbler strike out on.

Arnold is better but both are far from best. They are poor actors to start with but quite OK as showmen for their roles.
