I think he's trying to see if it will work its way through the normal "chain of command". If this last effort by Gowdy, et al, doesn't work, I think you may just see him step in saying enough is enough, and force the FBI and DOJ to release the documents. The best part of all of this: Showing what a lying, incompetent, SOB, Obama really is.

Because it would be up to him and his staff to redact anything that subverts national security or outs any operations and assets, and they are not in the normal business of doing that. If he doesn’t do it, then the media and the political opportunists will jump alllllll over the gotcha they would get out of it.

I’ll take a stab at it:
1. It is the job of congress.
2. Watching the legislative stumble, bumble, and trip over their words and deeds lends credence to the executive.
3. POTUS sees the circus and wants the citizenry to recognize it also.
