Exactly. Crossfire is going to be shown to have started in 2011 when it was thought the Donald would run for 2012. Keep in mind that the name Crossfire comes from spying across agencies, something only the President can order.
The NYT reported it as "Crossfire Hurricane" because the Hurricane didn't start until it looked like Trump was the presumptive nominee. But Crossfire was already on the books.
