Regarding Vince Foster, they probably would have, but they assigned the wrong agent to the case - which is why they transferred jurisdiction for the case to the Park Police (no, I’m not kidding). The original case agent worked for me for a while and once told me, “Ya know, boss, I still can’t figure out how Vince Foster got to the park before his car...” It was shortly after he discovered that Foster’s car wasn’t there when the body was found that they transferred the case to the Park Police and their “crack” homicide investigators. He was a great case agent, willing to buck the “Bureau way” when it was an impediment to getting something done, especially something that was very time-critical.
There are some damned good agents in the Bureau who are laser focused on doing the right things for the right reasons and are willing to work with other federal, state and local agencies, but very few of them ever rise to senior positions. It’s analogous to the Army in that very few “soldiers’ soldiers” rise to flag (general officer) rank, which I’m sure applies to the other services as well.
