Horowitz worked for Comey. Apparently Comey(and ABC News) are happy to see Horowitz do the investigation.
Trump needs to take control of the executive branch and put people in that he thinks can do the job. The level of corruption that we are talking about could go all the way to the top. An IG at a department is not the type of person for this investigation, especially when that IG was a politically appointee of the president who is likely part of the corruption.
I rate the chance of Michael E. Horowitz draining the swamp at the FBI, as extremely low.

This 'investigation' is NO different than if a black President was being 'investigated' by active members of the KKK.
