Give the island to China. No military allowed. Pay off the debt. Any Puerto Rican in a NY jail gets deported there. Chinese justice.
Trade it to Spain for Catalonia, then give the Catalonians their independence. Or offer it to the Kurds. Even Turkey can’t get upset if Kurdistan is in the Caribbean.
