IMHO I think Antifa is reconstituted from the socialist party, the occupy wall street group and other far left groups. They just organized under a new name.

I print manuals all of the time. Paper is better in almost every respect. I find that web based documentation is generally incomplete and written like it is unimportant and temporary.

Fake or not I don’t think too many antifa’s would totally disavowal it’s contents .
The author has covered most of Soros’s bases . Not hard to define Soros .

Having just read some of it, I would say it’s a spoof, but it does summarise many of their tactics quite succinctly.
