Even though his paper was extensively foot noted with all the proper references - the fact that he did not include quotation marks convicts him of some form of academic plagiarism.
He didn’t include quotes because he wasn’t supposed to. Every school/professor has their own way of doing footnotes/quotes. He did it the way he was supposed to, and the school has said he did.
