I’m going to guess the law only specifies the information has to be posted. Probably doesn’t say it has to be usable/readable. Print it small, scroll it fast, whatever. If some libtard get’s her undies in a bundle send them the data file with the 34 million combinations. Of course, convert the text to images, say PDF in *large* font, no compression. Should flood them with GB or even TB of useless images... Say one letter per page. There, compliance.

Make it TIFF, as PDF has built in compression. TIFF is a high resolution "picture" of the menu. Such an image might freeze a typical computer (but good luck generating it).
