When Reid changed the rule to the “Constitutional Option” (meaning there is no requirement for anything other than a majority in the Constitution save treaties and impeachment), all GOP voted against and there were 3 demoncrat defections.
Hell, the Constitution doesn’t even require a vote on nominations “Advice and Consent” is not defined and can mean anything the President and his party wants it to.
Senate and House rules are made up nonsense and can be changed anytime.
