When you consider the narrative of the Russian "hacking" of the election and how that took off after Trump's surprise win, it seems logical that they had to promote a reasoning for the surveillance which a Trump administration would surely become aware of. So that explains all the hysteria, to gin up enough smoke to justify the overreach abuse.

I agree that in the least, this will become Obama's "legacy".

Obama’s legacy: Bringing in illegals to vote for democrats. Ruining the coal mining industry. Using climate change grants to get monetary kickbacks for the democrat party. Encouraging the killing of cops. Encouraging blacks to have children brought up with no fatherly influence. Pressuring banks to give mortgages to folks who would not be able to repay the money.
