If Congress betrays the American people, President Trump needs to make sure there are 300 million Obamacare waivers. The Trump administration has apparently already taken the first step, with the announcement a couple of weeks ago that the IRS would not be requiring tax returns to be submitted with the Obamacare form that attests to a taxpayer's health insurance coverage.
