IIRC Sessions has already said he will recuse himself from Clinton investigations. It will be interesting to see how this referral is handled...maybe defer it to ongoing FBI investigations?
There are plenty of other attorneys in the AGs office who can handle it.
Or there’s always Preet Bahara.
Did he recuse himself concerning Clinton, or anything associated with Clinton? The latter would be a wide swath.
