It is certainly being run by the lawyers from the top 10 law schools.
What most people dont know in the regular buisness world, is that in the major law firms, some partners are just fix-it people. They have contacts in govt and the courts, and greatly influence their friends in there.

Problem is your idea would require a Constitutional Amendment, 2/3 of both houses of Congress and ratification by 3/4 of states. And, I don’t know if it could effect anyone who now has a lifetime appointment. The idea of lifetime appointments was to make judges apolitical (I realize that many/most are not). One problem with your system is that under it, Obama would have been able to appoint 100% of the Judicial branch in his 8 years of office. Perhaps a 12-year limit?
The article explains he was recommended by two Democrats in a bipartisan procedure.
Bush made the appointment but “locals” are allowed to propose candidates and Bush was “a uniter”, not given to serious partisanship.
