Not all, or even most.
A minority of electricity comes from out of state.
California has considerable electric generation in-state.

But certainly almost all its natural gas comes from out of state, CA depends a lot on natural gas fired power plants.

I would like to see how Los Angeles powers up without buying power from the USA.

I think in about three weeks Calexit would lose the lower quarter of its “state” to mexicans.

As well as all the new payments to Colorado, Utah and Arizona for the water they need, and now get from the Colorado River...
