Even in the 70’s and 80’s you could see the convicts out in the fields around the Jester Unit, with guards on horseback watching them. You don’t see much of that anymore. They used to say that the prison system was mostly self-sustaining. I don’t know if that’s true any longer.

They could become more vulnerable in 2019 and 2021 if inmate populations continue to decline.

Inmate populations declining or are they just now being housed in privately run for-profit detention centers?
